ABSTRACT

 

This study investigated innovative technology as correlate of library service delivery  in Bells University  Library. Seven research questions were formulated to guide the study. The specific objectives are :Identify the types of Library resources and service delivery  available to Bells University  Library to users, Determine the adequacy of the available library resources and service delivery  to the users, Ascertain the purpose of use for the    library resources and service delivery  that are available in the Library,   to determine the extent of usage of the library resources available, Ascertain the purpose of use for the library resources and service delivery  that are available in the Library, determine the level of satisfaction derived by the BELLS UNIVERSITY  users ,to identify problems encountered in the provision as correlate of library service delivery  and to identify strategies that can be adopted to enhance innovative technology and use of the library resources and service delivery  to the BELLS UNIVERSITY  users. Data relevant to the study were collected using questionnaire, observation checklist and interview checklist. The population of 69,544 registered students in BELLS UNIVERSITY  was sampled using proportionate stratified random sampling technique which brought the sample respondents to 255.Three instruments were used: one observation checklist title, “What are the types of library resources are available for   use   by BELLS UNIVERSITY  users” observation checklist revealed that out of 33 types of resources 22 are available and in use, five available but not in use, while six are not available, secondly interview method checklist titled “ What are the types of library service delivery  are Available for use by BELLS UNIVERSITY  users, showed that out of 20 types of library service delivery  that available 11 are in use, seven are available but not in use while two are not available. thirdly the questionnaire title “How adequate are the available library resources and service delivery  by BELLS UNIVERSITY  library user, What is the extent of use of library resources and service delivery  by BELLS UNIVERSITY , For what purpose do BELLS UNIVERSITY  Library users satisfied with the use of library resources and service delivery , to what extents are the BELLS UNIVERSITY  users satisfied with the use of library resources and service delivery , what are the problem associated with the available and use of BELLS UNIVERSITY  Library, what are the strategies that can be adopted to enhance the available and use of BELLS UNIVERSITY  Library. Instrument was administered by the researcher and trained assistant

.Descriptive statistical analysis was used where responses were tabulated and analysis using tables, percentages and frequencies to answer research questions. Major findings revealed that apart from the fact that most of the library resources and service delivery  available were not adequate, they were not highly available and used. Most of the users were not in informed as adequate library orientations are not offered to the users. The findings also revealed that the library resources were used for examination, research and recreation and they users were satisfied with the library resources and service delivery . The problems hindering the effectiveness of innovative technology and use were lack of proper orientation, current library resources and absence of conducive reading environment. Based on the findings, the researcher recommended that that government should provide funds in order to procure current library resources. Library should give enough orientation to library users. In order to ensure innovative technology as correlate of library service delivery , users” education should be imbibed in the curriculum or be taught from time to time.

Background of the Study

 

The Primary function of any University Library is to provide the most needed and up to date information materials that will support teaching, learning and research. Today Library especially Bells University  Library are confronted with intricate and constantly developing net work of knowledge. And they are existing in world where the use of Library resources both books and non book materials have become essentials to progress towards more efficient information service delivery  delivery. According to Adewale and Adesanya (2003) the manual method of acquisition, organization, maintenances, documentation, circulation of other library materials and other service delivery  involves a lot of paper work and skilled man power of labour which is tedious, time consuming and prune to error. It usually leads to unnecessary delays in fulfilling its service delivery  to library users.

As the library records became larger and keep on increasing by day, the task of controlling the records will be more difficult and complex to handle manually with librarians skills they can handle them all. Use of library resources and library service delivery  become possible when all resources are made available and access provided by Library for effective retrieve and use. The University Library are Social Mechanism established essentially for the provision of library information resources and library service delivery .

The Bells University  and its library was established as an instrument for National Development and was reflected in the National Policy of Education (FRN 2004) thus, the legal instrument establishing the Open University Act of July 22, 1983 which was suspended in 1984. Its actualization started in 2001 by its resuscitation given birth to the Bells University . The primary objective of establishing national

 

Open University of Nigeria is to give equal opportunity to those who could not go to conventional University, thus, helps the individual to develop from this point onward to attain what he or she had hither to thought was unattainable. The major difference between students in Bells University  and others in the conventional universities therefore is the mode of instruction. The nature of studies in Bells University  are not the same with conventional University in Nigeria which run full time and residence campus studies, unlike National Open University that run part time –weekend studies, off campus studies. Their students are mainly civil servants, traders and matured old citizens who desired to read, the motto is “work and learn”. However, these noble objectives of the BELLS UNIVERSITY  that involve research, teaching and learning activities could only be achieved if their Library are well equipped with library resources for effective library service delivery which in turn will simplify research, teaching and learning processes.

The Library attached to BELLS UNIVERSITY  are veritable resources for studies. They help users to successfully address academic problems. To ensure that its resources will meet the objectives of BELLS UNIVERSITY , to ensure that the resources and facilities provided are maximally used by users. It shouldn’t be enough to have a library without collections library resources for use. Library resources are one of the most important needs in setting any higher institution like BELLS UNIVERSITY . Library resources are collections like books, Encyclopedia, Dictionaries, Journals, etc. Library resources provide adequate library service delivery  to help in the delivery of actual needs of the library user according Daniel (2005) involve assisting readers in obtaining service delivery  from the Library. It also includes all the service delivery  or assistance given to the library users to help him/her make adequate use of the service delivery  with minimal waste of time. The main tools for actualizing library service delivery  are called library resources materials. Library service delivery  are also that aspect of librarianship which deals with the interpersonal relationship between the Library and library users. Library service delivery  are the formalized provision of library resources

 

in diverse forms by a librarian who is interposed between the users and available library service delivery  sources. Katz(2002) wrote that library service delivery  involve spirit of human which aims at establishing the content between then right user and the right library resources at a right time. An overview of the library service delivery  and resources provided among others are the following: microfilming, current awareness, statistical data, internet service delivery , recreation/ leisure,   indexing   and   abstracting,                        selective   dissemination   of                                    information, lending, photocopying  , biographies, handbook/manual, Directories, yearbook etc. in both print and non print format in order to meet up the library needs of the users. These resources and

service delivery  are used by library to achieve the objective of BELLS UNIVERSITY  library.

 

Abubakar (2008) emphasized that for academic Library to provide the necessary library resources required should know that objective of the institution in academic. The Library contained the authors and designed to assist patrons (users), researcher, students in locating library resources to improve, update, access and evaluate library resources central to the issue of proper research, teaching and library resources management is the need for the Library to be able to meet the challenges for which they are set up. These challenges for setting up the library include collection development to terms of resources and service delivery , selection processes, library orientation cum instruction funding, staffing and above all, the organization of these library resources (Mohammed, 2010). It shouldn’t be enough to have a collection of textbooks, periodicals, etc, with no effective library service delivery . Providing adequate library resources and service delivery  to help in the delivery of actual needs to the library seekers. This knowledge needed could either be in library resources form or library service delivery .
