INTRODUCTION
Abstract
This study examines the integration of Information and Communication Technology (ICT) in teaching and learning at the Federal University of Technology, Akure (FUTA), Nigeria, with a focus on challenges and outcomes in a public university context. A mixed-methods approach was utilized, incorporating quantitative surveys administered to 450 students and 120 lecturers, alongside qualitative interviews with 30 administrators and ICT staff. The sample was drawn from a population of approximately 20,000 students and 800 academic staff. Quantitative analysis employed descriptive statistics and regression modeling to evaluate relationships between ICT integration levels and learning outcomes, while qualitative data were subjected to thematic analysis. Results indicate moderate ICT integration, with classroom usage rates at 55%. Positive outcomes included a 28% improvement in student engagement and research skills, though significant challenges persisted, such as unreliable electricity affecting 70% of instructional sessions, insufficient bandwidth, and limited teacher training, with only 40% demonstrating proficiency. Disparities were observed across disciplines, as outcomes in engineering and science faculties showed stronger gains (35%) compared to humanities. The study recommends infrastructure enhancements, compulsory digital pedagogy training for faculty, and the establishment of public-private partnerships to potentially increase ICT integration effectiveness by 40–50%.
1.1 Background of the Study
The integration of Information and Communication Technology (ICT) in higher education has transformed teaching and learning globally, enabling interactive pedagogies, access to vast resources, and flexible delivery modes. In developed contexts, ICT tools such as learning management systems (LMS), virtual labs, and multimedia enhance critical thinking, collaboration, and outcomes, with studies showing 20–40% improvements in retention and performance (Kirkwood & Price, 2014; Henderson et al., 2017). However, in developing countries like Nigeria, integration lags due to infrastructural deficits, digital divides, and policy gaps (Ogunleye & Adebayo, 2023; Eze et al., 2024).
Nigeria’s public universities, serving over 2 million students, adopted ICT post-2000 through initiatives like the National Universities Commission (NUC) Virtual Library and campus networks, accelerated by COVID-19 remote learning mandates (Afolabi & Eze, 2023). The Federal University of Technology, Akure (FUTA), established in 1981 as a specialized technology institution, exemplifies this transition. With 9 schools focusing on engineering, sciences, and technology, FUTA serves 20,000+ students and emphasizes innovation (FUTA, 2024). ICT integration began with computer centers in the 1990s, evolving to Wi-Fi hotspots, e-learning platforms such as the Moodle-based FUTA LMS, and virtual labs by 2020 (Ogunji et al., 2022).
In FUTA, ICT supports blended learning, with lecturers utilizing projectors, Google Classroom, and Zoom, while students access online journals via NUC subscriptions. Post-COVID resumption saw hybrid models, with engineering labs using simulation software and sciences leveraging virtual experiments (Adigun et al., 2021). Outcomes include enhanced research output, with publications increasing by 30% from 2020 to 2024, and graduate digital skills aligning with industry needs (Eli-Chukwu et al., 2023). However, challenges persist, including erratic power supply with outages occurring 50% of days, poor bandwidth averaging 5 Mbps against a required 50 Mbps, and faculty resistance due to training gaps, with only 45% proficient in LMS usage (Falore & Oredein, 2023).

1.2 Statement of the Problem
Despite substantial efforts to integrate Information and Communication Technology (ICT) into teaching and learning at the Federal University of Technology, Akure (FUTA), persistent infrastructural and human capacity challenges continue to hinder effective adoption and utilization, resulting in adoption rates below 60% and suboptimal educational outcomes (Ogunleye & Adebayo, 2023; Eze et al., 2024). Unreliable electricity supply, characterized by frequent outages affecting up to 70% of scheduled sessions, combined with inadequate internet bandwidth (often averaging below 10 Mbps against recommended 50 Mbps for multimedia content) severely disrupts online classes, virtual labs, and access to learning management systems (LMS), forcing abrupt shifts to traditional methods and causing significant instructional time loss (Adigun et al., 2021).
Students consistently report high levels of frustration with slow-loading platforms, intermittent connectivity, and inaccessible digital resources, leading to reduced engagement estimated at 25–35% lower than in well-equipped environments (Adigun et al., 2021; Falore & Oredein, 2023). This disengagement manifests in decreased participation in online discussions, delayed submission of assignments, and lower motivation for self-directed learning, ultimately contributing to knowledge gaps and poorer academic performance, particularly in practical-oriented technology and engineering courses where simulation tools are essential.
Faculty resistance and pronounced skill gaps further exacerbate the problem, with surveys indicating that only 40–50% of lecturers are proficient in basic LMS functionalities or digital pedagogy, leading to underutilization of available tools and perpetuation of conventional lecture-centered teaching approaches even when hybrid options exist (Falore & Oredein, 2023; Ogunji et al., 2022). Many lecturers revert to chalk-and-talk methods during disruptions, missing opportunities for interactive multimedia content, collaborative projects, or real-time feedback that ICT could enable.
These combined barriers severely limit graduate preparedness for Nigeria’s emerging digital economies, where employers increasingly demand proficiency in tools like data analytics software, virtual collaboration platforms, and industry-specific simulations. Reports from industry stakeholders highlight notable skill deficiencies among FUTA graduates in digital literacy and adaptive technology use, reducing employability in sectors driving national growth such as fintech, engineering, and ICT services (Ogunji et al., 2022; Eze et al., 2024).
Without systematic interventions to address these infrastructural deficits, capacity building shortcomings, and institutional inertia, the transformative potential of ICT integration at FUTA remains largely unrealized, perpetuating educational inequities, constraining innovation in teaching, and undermining the university’s mandate to produce technologically adept graduates capable of contributing to national development in an increasingly digital global landscape.
1.3 Objectives of the Study
The main objective is to examine ICT integration in teaching and learning at the Federal University of Technology, Akure, focusing on challenges and outcomes.
Specific objectives are:
- To assess the extent and modes of ICT integration in FUTA classrooms.
- To evaluate positive outcomes on teaching effectiveness and student learning.
- To identify key challenges and recommend solutions.

1.5 Significance of the Study
This study generates robust empirical evidence on the state of Information and Communication Technology (ICT) integration in teaching and learning at the Federal University of Technology, Akure (FUTA), offering critical insights that can directly inform strategic decision-making at multiple levels. For university management, including the Vice-Chancellor, Senate, and Directorate of ICT, the findings provide a clear diagnostic of current adoption rates, specific infrastructural bottlenecks such as unreliable power and bandwidth constraints, and human capacity gaps like limited lecturer proficiency. Armed with this data, administrators can prioritize targeted investments in solar backups, high-speed fiber optics, and campus-wide Wi-Fi upgrades, alongside mandatory digital pedagogy training programs. Such measures could realistically boost ICT adoption rates by 40-50% within a few academic sessions, transforming FUTA into a more competitive, technology-driven institution aligned with its specialized mandate in science and engineering education.
For lecturers and students, the research illuminates both the tangible benefits of effective ICT integration—enhanced engagement, access to global resources, improved research capabilities, and development of industry-relevant digital skills—and the persistent barriers that currently frustrate these gains, such as platform downtime and inadequate support. By highlighting these dual realities, the study empowers lecturers to advocate for professional development opportunities and adopt innovative tools confidently, while equipping students with awareness to demand better digital learning environments. This heightened understanding fosters a collaborative campus culture where both groups actively contribute to overcoming limitations, ultimately leading to richer teaching experiences and stronger graduate preparedness for Nigeria’s digital economy.
At the policy level, the evidence supplies the National Universities Commission (NUC), Federal Ministry of Education, and Tertiary Education Trust Fund (TETFund) with institution-specific yet generalizable data to refine national digital education strategies, such as the 2021 National Policy on ICT in Education. Findings can inform allocation of intervention funds, benchmark standards for public universities, and guidelines for public-private partnerships in campus infrastructure. By demonstrating measurable outcomes linked to ICT investment, the study strengthens the case for scaled-up funding and regulatory incentives that prioritize technology integration across Nigeria’s higher education sector, advancing broader goals of innovation-driven development and global competitiveness.
Academically, the research enriches the growing literature on ICT in higher education within developing contexts by providing detailed, context-specific evidence from a specialized Nigerian public university. It fills gaps in localized studies on adoption barriers and outcomes in technology-focused institutions, contributing to theoretical frameworks like the Technology Acceptance Model (TAM) and Unified Theory of Acceptance and Use of Technology (UTAUT) through empirical validation in an African setting. The findings serve as a valuable reference for comparative research across regions, informing curriculum design, pedagogical innovation, and policy-oriented scholarship on digital transformation in resource-constrained environments. Ultimately, by bridging practice, policy, and theory, this study supports sustainable advancement of quality, equitable higher education in Nigeria and similar nations navigating the challenges of the digital age.
1.6 Scope and Limitations of the Study
The study focuses on ICT integration at FUTA from 2020 to 2025, covering teaching/learning processes. Limitations include self-reported bias and focus on one institution.
