Abstract

1.1 Background of the Study
School feeding programmes have long been recognized as a multifaceted intervention to address hunger, improve nutrition, and boost educational outcomes in developing countries. Globally, such programmes reach over 368 million children, with evidence showing increased enrollment, attendance, and cognitive performance, particularly among vulnerable populations (Bundy et al., 2009; Jomaa et al., 2011). In sub-Saharan Africa, where malnutrition affects 30–40% of school-age children and out-of-school rates remain high, home-grown school feeding models sourcing food locally add economic benefits by supporting smallholder farmers (World Food Programme, 2022).
Nigeria launched the National Home Grown School Feeding Programme (NHGSFP) in 2016 as part of social investment initiatives, aiming to feed 9–10 million pupils daily while stimulating agriculture. Osun State pioneered this approach with the Osun Elementary School Feeding and Health Programme (O’MEALS) in 2012 under Governor Rauf Aregbesola, rebranding an earlier 2006 pilot to provide nutritious meals to primary 1–4 pupils, later expanding coverage (Akanbi, 2013; Taylor & Ogbogu, 2016). Nutritional impacts included reduced stunting and wasting, with anthropometric studies showing better weight-for-age in fed pupils (Falade et al., 2012). The model’s success influenced the national NHGSFP, emphasizing deworming, health checks, and hygiene alongside meals.
Recent evaluations 2020–2025 confirm sustained benefits: attendance rates rose 20–30% in beneficiary schools, with girls particularly encouraged by reduced domestic burdens (Abimbola & Adesanmi, 2025). In rural Osun ifewara, Ilesa programme linkage to local agriculture increased farmer revenues by 25%, enhancing sustainability (CGIAR, 2024). 1.2 Statement of the Problem
Despite the Home Grown School Feeding Programme’s intentions in Osun State, inconsistent implementation has limited impacts on attendance and nutrition, with rural schools reporting 20 to 30% absenteeism and persistent malnutrition (stunting at 25%) due to supply gaps and quality variations (Abimbola & Adesanmi, 2025; Taylor & Ogbogu, 2016). Funding delays and logistical issues reduce meal frequency, diminishing incentives for attendance, especially among girls facing cultural barriers (World Food Programme, 2022). Nutritional shortfalls meals sometimes lacking diversity fail to fully address micronutrient deficiencies prevalent in Osun’s farming communities (Falade et al., 2012). Without robust monitoring, programme sustainability risks decline, undermining educational and health gains in a state with high poverty.
1.3 Objectives of the Study
The main objective is to examine the role of school feeding programmes in improving attendance and nutrition, using the Home Grown School Feeding Programme in Osun State as a case study.
Specific objectives are:

Academically, it contributes to food security and education literature in Nigeria.
1.6 Scope and Limitations of the Study The study focuses on the Home Grown School Feeding Programme in Osun State primary schools from 2018 to 2025. Limitations include reliance on secondary data and potential recall bias in stakeholder views.
