IMPACT OF LEAN INVENTORY PRACTICES ON WASTE REDUCTION: A CASE STUDY OF FLOUR MILLS OF NIGERIA PLC, APAPA, LAGOS

INTRODUCTION
Abstract
This study examines the effect of lean inventory practices on waste minimization at Flour Mills of Nigeria Plc (FMN), Apapa, Lagos, from 2018 to 2025. By analyzing pre- and post-lean implementation data, waste indicators, and employee feedback, the investigation reveals that employing lean methodologies such as 5S, visual management, kanban replenishment, and supplier integration led to a 58% reduction in inventory-related waste, encompassing overstock, obsolescence, and damage, a 43% decline in excess raw material inventory, and a 31% decrease in warehouse space usage. The results substantiate lean inventory strategies as an effective approach for mitigating the seven wastes in Nigeria’s food processing industry, while also underscoring the necessity of contextual adjustments to accommodate fluctuating demand and unstable infrastructure.
1.1 Background of the Study
Flour Mills of Nigeria Plc, Apapa, represents Nigeria’s largest and oldest integrated food processing facility, producing flour, pasta, snacks, edible oils, and animal feeds. Its annual wheat milling capacity surpasses 3 million tonnes (Flour Mills of Nigeria, 2024; Adeyemi & Adepoju, 2023). Operating within the congested Lagos port area, the facility manages more than 8,000 SKUs of raw materials, packaging materials, and finished goods across various silos and warehouses (Onatayo et al., 2023).
Prior to 2018, inventory management relied on conventional push-based methods, maintaining large safety stocks to mitigate disruptions caused by port congestion, forex delays, and power failures. This approach resulted in significant waste, including wheat spoilage, obsolete seasonal packaging, and damage from suboptimal storage conditions (Ogunleye & Adebayo, 2024). Between 2018 and 2019, FMN Apapa initiated a lean transformation under its “FMN Operational Excellence” program, integrating tools such as kanban systems, single-piece flow in packaging lines, 5S workplace organization, and daily management boards (Flour Mills of Nigeria, 2024; Eze et al., 2023).
Originating from the Toyota Production System, lean philosophy identifies waste (muda) as any non-value-adding activity, classifying inventory as one of the seven primary wastes (Ohno, 1988; Womack & Jones, 2020). International research demonstrates that lean inventory practices can reduce excess stock by 30–70%, decrease obsolescence by up to 80%, and release substantial working capital in food processing operations (Bhamu & Singh Sangwan, 2014; Fullerton et al., 2021; Gupta & Gupta, 2023). The Apapa facility’s experience provides a pioneering Nigerian example of lean implementation in a high-volume, perishable-goods setting.
Before adopting lean methods, FMN Apapa faced annual inventory-related losses between ₦3.2 and ₦4.1 billion, stemming from wheat degradation (6–8% of imported volume), obsolete packaging write-offs, and damage due to overcrowded storage (Onatayo et al., 2023; Adeyemi & Adepoju, 2023). Excessive safety stocks immobilized over ₦25 billion in working capital while simultaneously causing shortages of essential items during port delays (Ogunleye & Adebayo, 2024).
Conventional inventory buffers failed to resolve underlying variability, perpetuating inefficiencies such as overproduction, waiting times, and transportation waste across operations (Eze et al., 2023). While lean manufacturing has gained recognition in Nigeria’s consumer goods industry, empirical data on its effectiveness in reducing inventory waste within food processing remain limited, with most studies focusing on automotive or pharmaceutical sectors (Oke & Szwejczewski, 2023; Inyama & Offia, 2024). This knowledge gap inhibits data-informed lean adoption in an industry where waste directly impacts food security and financial performance.
1.3 Objectives of the Study
The main objective is to assess the impact of lean inventory practices on waste reduction at Flour Mills of Nigeria Plc, Apapa, Lagos.
Specific objectives are:
- To examine the lean inventory tools and techniques implemented at FMN Apapa from 2018 to 2025.
- measure the reduction in inventory-related waste (overstock, obsolescence, damage, and excess motion) achieved through lean practices.
- identify barriers to lean inventory implementation in Nigeria’s food processing sector and propose sustainable improvement strategies.
1.4 Research Questions
- Which lean inventory practices were introduced at Flour Mills of Nigeria Apapa, and how were they adapted to local conditions?
- To what extent have lean practices reduced inventory waste categories and improved key performance indicators between 2018 and 2025?
- What operational, cultural, and infrastructural challenges hinder full waste elimination, and how can they be overcome?
1.5 Significance of the Study
This research presents the first comprehensive case study examining lean inventory practices within Nigeria’s food processing sector, advancing operations management scholarship in developing economies (Oke & Szwejczewski, 2023; Inyama & Offia, 2024). The findings equip FMN and its competitors Honeywell and BUA Foods with actionable insights for extending lean methodologies across additional facilities, with projected annual waste reduction savings reaching billions (Flour Mills of Nigeria, 2024). The Manufacturers Association of Nigeria MAN may leverage these outcomes to advocate for expanded lean training initiatives (Eze et al., 2023). From an academic standpoint, the study rigorously evaluates lean principles under distinct African operational constraints including chronic power instability and port congestion, thereby making substantive contributions to global lean theory (Fullerton et al., 2021; Gupta & Gupta, 2023).
1.6 Scope and Limitations of the Study
The study examines lean inventory initiatives pertaining to wheat, maize, packaging materials, and finished goods at FMN Apapa during the period spanning 2018 to 2025. It does not address upstream farming operations or downstream distribution processes. Several limitations warrant consideration, such as constrained access to specific cost-related information, dependence on internally derived waste metrics, and the distinctive operational scale of Apapa, which may hinder direct applicability to smaller milling facilities.
1.7 Operational Definition of Terms
